Bali was the grandson of Prahlada and a powerful demon king.
Bali was also a great devotee of Lord Vishnu. He was invincible with the blessings of Lord Vishnu and defeated all the 'gods' of heaven in battle.

The fifth incarnation of Lord Vishnu: Vamana Avatar
Vamana, the avatar of Vishnu, asked Bali if he could donate three steps of land to him. Generous Bali thought how much space a dwarf would be able to measure with his short legs. Amused by this, king Bali happily agreed for the offering. As soon as the offering was agreed upon, Vamana started to increase his size and he turned into huge a giant until he covered the whole earth in one step and the sky in another. After covering the earth and sky in his first two steps, Lord Vishnu asked Bali where to take his third step. Hearing this, the benevolent king bowed down before Lord Vishnu and requested him to put a foot on his head.
Pleased with the devotion and generosity of the king, Lord Vishnu promised him divine protection and immortality. And went to live with the sacrificial people.

On the other hand, knowing that Lord Vishnu, pleased with the offering of Bali, and has gone to hell with king Bali to protect him,
Mata Lakshmi became restless for Lord Vishnu, and so she came down to earth in a disguise of a Brahmin woman and asked for a place to king Bali for living. The generous king Bali welcomed Mata Lakshmi and gave her place for living and even make her his sister. For this reason, on the full moon day in the month of Shravan, Goddess Lakshmi tied a thread of coloured cotton on the wrist of the Bali, seeing that Bali said that I have nothing to give you, on hearing this Goddess Lakshmi transformed in her real form and said that you have a real God in your premises, I want that and I have come to take him. Bali surrendered Lord Vishnu to Goddess Lakshmi, according to the promise of Rakshasutra.
Goddess Laxmi unbind Lord Vishnu from King Bali by tying a rakhi on the wrist of Bali and From this day onwards Rakhi became the festival of siblings and the mantra of Rakshabandhan was also made from this.

जिस रक्षासूत्र से महान शक्तिशाली राजा बलि को बांधा गया था, उसी सूत्र से मैं तुम्हें बाँधती हूँ। हे रक्षे (राखी), तुम अडिग रहना। अपने रक्षा के संकल्प से कभी भी विचलित मत होना।
